Balanced carbs will certainly make a difference and sounds more likely the source of the problem.
The voltage should rise once running , at 13.8V shows your reg/rect is working amongst other parts in the charging circuit.
Good to hear you have a result, would give the plugs at look at once you get out for a decent run , ride safe.
